The Restaurant Association of Nova Scotia (RANS), is a non-profit association that seeks to promote the food and beverage sector and impact the operating environment of the industry in a positive way. Through government advocacy, marketing, promotion, partnerships, education and outreach, RANS has successfully represented the food and beverage sector since 1947.

Our mission is to continuously make a positive impact for the Restaurant Industry in Nova Scotia.

As a community coordinator for Skills Link, the Restaurant Association of Nova Scotia is able to offer wage subsidies to private sector employers to hire youth and give them the opportunity to obtain and maintain employment. The wage subsidies will cover 60% of minimum wage for a maximum of 26 weeks. In a wage subsidy agreement, the participant will fill an available position, with the goal to sustain employment beyond the subsidy.

Participants are recruited by the funding recipients. To participate in Skills link, youth must be:
  • Between the ages of 15 and 30 (inclusive) at the time of intake/selection;
  • Out of school
  • Canadian citizens, permanent residents, or persons who have been granted refugee status in Canada;
  • legally entitled to work according to the relevant provincial/territorial legislation and regulations;
  • Not in receipt of Employment Insurance (EI) benefits. Participant must not be in receipt of EI. Priority will be given to non-EI eligible youth (i.e., not entitled to Part 1 or Part 2 benefits). EI recipients wishing to participate in the Skills Link project should consult an EI agent and voluntarily withdraw from EI.
  • in need of assistance to overcome employment barriers.
Skills Link participants are youth at greater risk of not making a successful transition to the workplace and establishing themselves within the labour market. Skills Link was developed to assist youth in various circumstances, including those who:
  • are single parents
  • are of Aboriginal descent
  • have disabilities
  • are recent immigrants
  • live in rural and remote areas, or
  • have dropped out of high school

Nova Scotia Restaurant Manual: The how to guide for starting & operating a restaurant in Nova Scotia


    The Patron Accountability, Safety & Service (PASS) program has been developed to encourage and promote a safe and comfortable environment for patrons and staff members frequenting licensed establishments. The program was piloted in 2012 in the HRM area and has expanded across Nova Scotia.

    PASS is a bar suspension program for participating establishments in Nova Scotia, with assistance from the Restaurant Association of Nova Scotia (RANS), Halifax Regional Police (HRP), Liquor Enforcement Unit and the Alcohol and Gaming Division of Service Nova Scotia and Municipal Relations. The management, maintenance of records, administration and electronic database will be controlled by RANS. 

    The program is administered by a PASS Management Committee; including two representatives of the licensed premises participating in the PASS Program, and one representative from each of the following; RANS, HRP Liquor Enforcement Unit, an appointee at large (optional) and an advisory member from the Alcohol and Gaming Division of Service Nova Scotia and Municipal Relations. This committee meets on a regular basis to review suspensions. Suspensions of patrons may be issued for incidents that occur on or off the premises such as a weapons offence, underage drinking, intoxication, violent offences and more. 

    A mandatory “Incident Report” must be filed by participating establishments for all suspensions of six months or more. A copy of the incident report is to be e-mailed or faxed to RANS within 24 hours of the incident occurring. RANS will maintain an inventory of all incident reports. The maximum suspension imposed shall be "indefinite". An indefinite suspension shall be in effect for a minimum of 12 months from the date of the incident. The Management Committee may review the indefinite suspension at any time after the initial 12 months has begun.

    Persons suspended from the premises shall be served a notice of the suspension. Notice may be provided through written notice, verbally or electronically. Suspensions in place prior to the commencement date of this program shall continue to be in effect ONLY at the participating business which issued the suspension. 

    The management committee will hold review meetings each quarter to review any contested suspensions. All parties involved will be notified of the process in advance of the meeting.
